Il Reg. (CE) 479/2008 ha modificato profondamente la politica europea per il settore vino che è stata riformata sulla base di un progetto ambizioso. Questo progetto mira a riorganizzare il sistema di controllo del mercato e di creare una complessa azione per rafforzare la capacità dell’industria europea del vino per competere nel mercato del vino ormai globalizzato. La riforma comprende misure di spesa e misure di regolatorie. Le nuove regole per il vino offrono molte interessanti opportunità per migliorare la competitività del settore vitivinicolo europeo, ma la loro applicazione sta mostrando molte difficoltà in tutti gli Stati membri produttori di vino. Queste difficoltà stanno emergendo sia nell’applicazione delle misure di spesa che nell’applicazione di quelle regolatorie. La relazione presenta i problemi di applicazione della nuova regolamentazione europea per il vino. Viene analizzata la natura generale di questi problemi e viene discusso come essi si presentano in Italia.
Opportunities and problems of the new measures of the Wine CMO. The Reg. (EC) 479/2008 has changed deeply the European policy for the wine sector that was reformed on the base of an ambitious project. This project aimed to reorganise the system of market control and to set up a complex action to enhance the European wine industry capacity to compete in the now globalised wine market. The reform encompases spending measures and regulatory measures. The new rules for wine offer many interesting opportunities to improve the competitiveness of the European wine industry but their application is showing many difficulties in all wine producing Member States. These difficulties are emerging either in application of spending measures and in application of regulatory measures. The paper presents the application problems of the new European wine regulation. It analyses the general nature of these problems and discusses how they present themselves in Italy.
