Premesso un breve excursus storico sulla formazione della proprietà e sul concetto di proprietà, viene introdotta l’attuale situazione caratterizzata dalla prevalenza della proprietà che conduce direttamente alla proprietà che affitta. Viene anche considerata la funzione dell’affitto quale strumento per allargare le dimensioni medie delle aziende in Italia particolarmente piccole rispetto ai concorrenti europei e mondiali. Si sottolinea l’importanza della certezza del diritto di proprietà quale prerequisito per consentire progetti e investimenti di lungo periodo resi necessari dalle emergenze ambientali e produttive che si stanno verificando. Lo sviluppo sostenibile e cioè l’equilibrato rapporto tra ambienti e produzione, con l’ausilio della scienza, è l’obiettivo da perseguire. La funzione della proprietà in questo contesto consiste in una nuova progettualità diretta all’armonica utilizzazione delle diverse risorse collegate alla terra e nel promuovere l’apporto di risorse anche esterne al mondo rurale nel processo di ristrutturazione. Nel sottolineare il peso specifico della terra nell’assicurare le condizioni base della vita, si auspica l’impegno concorde di tutti e in particolar modo dei proprietari agricoli per lo sviluppo sostenibile.
After having briefly summarized the historical excursus regarding the formation of landownership and the concept of property, it is hereby introduced the current situation which is characterized by the prevalence of property which directly farms its own land with respect of property which leases. It is hereby also taken into consideration the function of the lease as an instrument necessary to broaden the medium dimension of farms in Italy which are particularly small with respect to European and worldwide competitors. It is underlined the importance of the certainty of property right as a requirement to allow long- period projects and investments which have become necessary due to the current environmental and production emergencies. The goal to pursue is to allow a sustainable development which entails a balanced relationship between environment and production with the help of science. The function of landowners in this framework is to promote the development of new projects aimed to realize an harmonious utilization of the different resources and options linked to the land and to promote the contribution of resources, also external from the rural world, in the restructuring process. In underlying the specific weight of land in ensuring basic life conditions, the joint commitment from everybody and in particular from the landowners will be necessary.
