L’ordinamento comunitario si è sviluppato anche al di là delle previsioni degli estensori del trattato di Roma; a questa forte integrazione giuridico-economica degli Stati membri ha contribuito in modo determinante la Politica Agricola Comune (PAC), poiché è stata realizzata con interventi positivi come richiesto dalle regole del trattato e dalla specificità del settore primario. Gli istituti originati per sviluppare la PAC (prezzi d’intervento, prelievi all’importazione, restituzioni all’esportazione, ecc.) hanno richiesto una forte produzione normativa e la creazione dei comitati di gestione, le quote di produzione, i divieti di impianto di vigneti hanno anche costituito, in certi casi, esempi per organizzare in via generale la vita della Comunità. Le recenti modifiche della PAC (2003) hanno comportato un cambio di rotta che appare non conforme alle previsioni del trattato (art. 33).
The Community legal system has developed beyond the previsions of the writers of the Treaty of Rome; at this strong legal and economic integration of the country members as contributed in a strong way the Agricultural Common Policy (ACP), the cause it has been done with positive interventions as requested by the rules of the treaty and from the specificity of the primary sector. The institutes created to develop the Agricultural Common Policy (prices of intervention, duty of importation, bonus to the exportation, etc.) has requested a strong legislative production and the creation of Management Comities, the quote of production, the impediment to plant vineyard has caused, in some cases, examples to organise in general the Community life. The recent modifications of the Agricultural Common Policy has caused a change of the direction that appears not respecting the rules of the Treaty (article 33)
